Open source software depends on a sustainable community, yet several projects struggle with decision-making bottlenecks, unclear contributor pathways, and uneven distribution of responsibilities. Governance defines how authority is organized in these communities, but its influence on contributor experience and project health remains poorly understood. My research investigates governance across its full lifecycle: how governance reforms affect collaboration; how roles, responsibilities, and authority are codified in practice; and how governance structures are negotiated and accepted within communities. Using a longitudinal mixed-methods study of the data.table project, we showed that a collaboratively designed governance model improved contributor responsiveness, onboarding, and retention. A broader analysis of governance documents across GitHub revealed substantial variation in how authority is formalized, indicating opportunities for clearer pathways. By connecting governance’s adoption, documentation, and impact, this work advances a deeper understanding of governance as a sociotechnical foundation for sustainable OSS development.
