(Abstract)

This paper presents the initial stages of a doctoral research project that proposes Next Level, a maturity model under development aimed at supporting the evolution of software teams through performance-based indicators. The model emerged from a practical need identified at Fundação Paulo Feitoza (FPFtech): to understand, in a contextual and measurable way, how teams evolve in an on-demand software development environment—distinct from digital product companies—while balancing agility, business value, and technical sustainability. The model was collaboratively constructed by People and Process (PP) analysts through workshops that combined qualitative reflection and quantitative structure. The resulting indicators were grouped into four dimensions: Business/Efficacy, Process/Efficiency, Culture/People, and Technical/Quality. Data collection followed a dynamic inspired by the Spotify Squad Health Check but adapted to the organization’s socio-technical context. Unlike prescriptive frameworks such as CMMI and MPS.Br, Next Level does not aim at certification; instead, it provides an evolutionary path grounded in measurable outcomes. The model was applied to 14 software teams, producing consolidated dashboards and action plans monitored cyclically. The current research goal is to consolidate this experience theoretically, compare it with existing frameworks, and establish a scientific foundation for its broader generalization, including the use of artificial intelligence.
